How aggravating. who is this guy. I did a some searches but only found Bill Barrett as a Harmonica, Sculptress, and a Natural Gas Resource company. I could find nothing and I mean nothing about Bill Barrett the Gaming Genius. Hope someone else has better luck than I did. Its a good question. May want to write the company. Tell them you were thinking about buying the game until you saw Bill Barrett endorsed it. Tell them you would like to know more about this person before your spend your hard earned money on their product.

Who is he, and what makes him an authority on board games? Why should I care what he thinks?

According to other sources who contacted Jax (the game manufacturer), this was simply a marketing ploy. Bill Barrett was either a salesman or marketer who happened to mention that games with recommendations sold better. They then asked him if he recommended the game, and he said yes, so the stamp was born.
